FOI & Public-Authority Reply Register — every reply email and its attachments
Negative-findings control — as at 10-10-2026: Statements in this register that an authority holds no information, an attachment was not located, or a record remains outstanding must be attributed to the relevant authority/search or to the documented mailbox/file review, with the applicable response or review date. “Not held”, “not found in the material reviewed”, and “not yet obtained” are not interchangeable and do not establish that a record never existed. This date marks the Wiki’s assessment, not the historical event. Reassess and date the entry when new evidence is reviewed; preserve verbatim source wording.
Attachment status: Published means the original attachment is linked and mirrored with a SHA-256 manifest. No substantive attachment means only signatures, logos or previously supplied images were present. Not yet retrieved means the attachment is identified but has not been extracted or obtained. Where an original is not published, that limitation is stated.
Attachment check, 5 October 2026. The replies included in that check were opened and their attachments extracted; corrections are marked (corrected 5 Oct). Subject-access (SAR) letters are not published because they concern personal data. Three large emails remain listed at Not yet retrieved. Retrospective addition: R52 was catalogued on 10 October from the details supplied for an 11 June 2026 Glamorgan Archives email; the original message and attachments have not been uploaded here as part of this update, so R52 is not represented as a newly re-verified original.

| GHF-E106-R56 | 19 Oct 2026 | Welsh Government, Operational Effectiveness Group (sent by its Business Management Unit for the Departmental Records Officer). ATISN 26-0010 (retention and destruction schedules). | Points to the published Welsh Government retention and disposal schedules; before 1997 the Welsh Office and other agencies had their own. States that searches for files mentioning the farm name, Western Ground Rents Ltd and BP Properties Ltd found no files, and that “any routine records would have been destroyed in line with the corporate retention schedule applied at the time”, or that disposal may have been carried out by a predecessor body. Historical material would have been selected under TNA’s OSP 7 (Welsh Office 1979–1997); property, deeds and lease records are “not classed as ‘public records’” and are kept until the property is sold or the lease ends. Internal review within 40 working days (by 14 Dec 2026, computed). The negative result is the Welsh Government’s own search, dated 19 Oct 2026; it does not establish that records never existed. Email: Cadw / Welsh Government correspondence M71. | Published — ATISN 26-0010 – Disclosure.pdf (GHF-E106-R56-A1; evidence page EV-0244). Public copy: the requester’s email address is redacted. |
| GHF-E106-R57 | 19 Oct 2026 | Cadw, Welsh Government (Head of Historic Environment Inspectorate). ATISN 27589, their ref qA2496208; follows the acknowledgement at R04. | Refuses the request under FOIA section 14(2) as a repeated request: it is “substantially similar” to ATISN 27021, which was answered and internally reviewed, and “no new information has been generated or become available since our previous response.” Links the published ATISN 27021 release and review. Names the Information Commissioner; does not mention an internal review. Email: Cadw / Welsh Government correspondence M72. | Published — ATISN 27589 – 2026-10-19 – Response.pdf (GHF-E106-R57-A1; evidence page EV-0245). Public copy: the requester’s email address is redacted. |

| GHF-E106-R49 | 16 Sep 2026 | National Police Chiefs’ Council (NPCC), FOI 3156/2026 | States that searches of accessible NPCC functions, shared drives, Counter Terrorism Coordination Committee holdings and ACPO archive listings found no information within scope; says no custody, transfer, retention or disposal information is held. This is a statement about NPCC holdings, not proof that no relevant record ever existed elsewhere. 🕒 | Evidence page and original PDF (GHF-E106-R49-A1) |
| GHF-E106-R50 | 29 Sep 2026 | NPCC, internal reviews 3157/2026 and 3176/2026 | Upholds the decision on the 2 September correspondence and separately upholds the substantive 3156 response. The two review issues are distinct and should not be merged. | Evidence page and original PDF (GHF-E106-R50-A1) |
| GHF-E106-R51 | 9 Oct 2026 | NPCC, FOI 3065/2026 — search disclosure | Lists two search terms, five repositories/source descriptions, and four consulted functions; says Q4–Q6 information is not held, supplies the policing-lead retrieval email as goodwill, and says search results were captured by email in earlier disclosures. The relationship between these statements remains a clarification point. 🕒 | Evidence page and original PDF (GHF-E106-R51-A1) |

| GHF-E106-R33 | 5 Oct 2026 | Amgueddfa Cymru – Museum Wales, FOI Team. FOI 2026-036 (request of 8 September 2026; acknowledged at R19). | Further enquiries with Archaeology, Industry and Social History Collections identified two additional records that the Museum reports under “Great House Farm / Tŷ Mawr / Llandough Farm”: Ref 13.2, a waterwheel collected from Llandough Farm on 1 April 1979, donated in connection with site development, never formally accessioned and subsequently deaccessioned; and MS 3360/3, a 1924 photostat copy of Llandough Estate sale particulars containing a page headed Great House Farm. Neither is yet shown to be this farm: Llandough Farm is a separate farmstead, and the 1924 particulars may concern the Great House Farm at Llandough near Cowbridge (location check). For Church Farm, the material already retrieved for FOI 2026-024 includes archaeological accession 63.24, details attached. No 1875–1915 predecessor-register, accession, day-book, donations-book or correspondence record relating to the specified Great House / Llandough Farm ironwork or finds was identified, and no additional Llandough ironwork associated with the farmhouse floor, rear wing or dairy was identified. Full record: GHF-E106-R33 | Published — each with its own evidence page: GHF-E106-R33-A1 (63-24 letter.pdf, letter of 22 November 1931); GHF-E106-R33-A2 (63.24.1.pdf, record 63.24/1, rowel spur); GHF-E106-R33-A3 (63.24.2.pdf, record 63.24/2, spearhead). Two signature images not published. |
Also on 5 October: an automated WhatDoTheyKnow reminder to update the status of the request “BP vs Buckler 1987” to the National Counter Terrorism Security Office. It is a prompt from the WhatDoTheyKnow service, not a reply from the authority, so it has no catalogue number.

| GHF-E106-R01 | 29 Sep 2026 | Royal Commission (RCAHMW), National Monuments Record enquiries. RC26-0375 (covering RC26-0353, -0368, -0371). Reply in Welsh. | Answers the requests of 8, 15, 17 and 20 September together. No letters or records about the site are held in its registered files, which it says are the only campaign records it keeps long term; nothing has emerged since the earlier replies of 28 May and 10 and 11 June. What it holds is the archive on Coflein for NPRN 20182. Aerial-photograph searches would be chargeable. The late-19th-century armour find is not mentioned in the unpublished Suggett report (archive 6048945); two other records do mention it (6048942 and the Daily Telegraph piece of 16 April 1974, 6048944). A survey officer visited the site briefly after the December 1988 demolition; the reason is not recorded. Archive records 6364275 and 6364276 relate to other sites (Tŷ Mawr, Tresimwn, and 33 Whitecross Street, Monmouth), not Llandough. NA/GL/88/49 is the accession entry for 6048945; the only item received under NA/GL/89/208 was 6048941, which is reproduced in the GGAT 1990 assessment (6524751). Further queries will be handled as public enquiries and may be charged. Retrospectively catalogued correspondence — R52 (11 June 2026)
This older Glamorgan Archives email has been assigned the next catalogue number on 10 October 2026; catalogue sequence follows entry order, not message date. The reported contents are itemised on GHF-E106-R52 — Glamorgan Archives email, 11 June 2026. The disclosure concerns: (1) DXJF/64/30, a village-layout sketch attributed to Nancy Buckler of Great House Farm, Llandough [juxta-Penarth], c. 1945–1955; (2) DSA/6/1158, 1938 sale particulars reportedly naming D.J. Jenkins and a £5,500 sale to L.D. Thomas, whose property identity remains unconfirmed; (3) D696, the Western Ground Rents collection, c. 1938–1944, with a suggested “Western Ground Rents” + “Thomas” cross-search; and (4) the reported absence of Great House Farm plans listed/deposited in the Glamorgan Archives holdings searched. The last point is an archival gap, not proof that plans never existed. Original email/attachments still need to be added or checked.
Still to be itemised: Cadw ATISN 27021 review letters (2 and 10 July), Heneb’s May reply, the Vale 00210772 response (7 July) and the Senedd committee acknowledgement of 28 September. They are described in the Records Access Chronology.

MOD FOI2026/09190 — entry added 10-10-2026
Evidence: GHF-E169 — MOD internal review dated 10 October 2026.
The MOD states that its searches across MOD archives and targeted searches in the Army Secretariat and Counterterrorism and United Kingdom branches did not locate information matching the request. Separately, it neither confirms nor denies whether it holds Special Forces-related information under FOIA 2000, section 23(5). The review acknowledges delay and concludes that timeliness requirements were not met, without clearly identifying in its concluding paragraph which stage caused that finding. It says personal-information elements were referred for a separate subject access process.
Interpretive control: this is a dated record of the MOD’s statement, not proof that relevant historical records never existed or that military personnel were or were not involved. Keep FOI2026/09190 distinct from FOI2026/09019 unless the MOD confirms a relationship. Do not mark the subject access strand complete until its reference and substantive outcome are recorded.
