Project Plan — Evidence Recovery

Derived from: Project Mandate and Project Brief (both 16 October 2026)
Baseline: to be set at G0, 18 December 2026
Stage: S0 Start-up & Initiation
Document status: Working plan. Open questions are tracked as work packages below.

1. Ultimate outcome

A complete, auditable evidence position: every surviving record or artefact either obtained and verified, or formally closed as destroyed, missing, classified, or ruled out.

2. Structure

One project under the umbrella programme layer, with work packages grouped by custodian type: public archives, public authorities, private holders, courts, and family papers.

3. Stages (outline)

  • S0: mandate, brief, registers, and this plan authorised at G0.
  • S1: route mapping and request execution.
  • S2: follow-up, complaints remedy windows, and court applications.
  • S3: catalogue, verification, and closure logging against the five-status closure test.
  • S4: end-of-phase report to the executor.

4. Closure test

Each item receives one status: Obtained, Destroyed, Missing, Classified/withheld, or Ruled out — lost forever. No item remains open without one of these five. Potential evidence destruction or loss of access is escalated immediately.

5. Controls

PRINCE2 7 tailored: Risk, Issue & Change, Quality, Lessons and Decision registers; monthly Highlight Reports; zero tolerance on limitation and preservation deadlines. Trigger events (fraud, concealment, government involvement) monitored continuously and escalated immediately if a threshold is crossed.

6. Open questions — work packages

These items have no answer yet. Each is a work package whose output closes the question:

ID Open question Work package output
WP-OQ-01 Who are all the stakeholders and custodians? Stakeholder and custodian register naming every institution, body, and private holder with a route to Great House Farm evidence.
WP-OQ-02 Which request type applies to each custodian — FOI, EIR, GDPR/SAR, or complaint? Route matrix mapping each custodian to its applicable statutory route and the policy or procedure that governs it.
WP-OQ-03 What is the remedy window and escalation path for each complaint route? Complaint pathway document per custodian: remedy opportunity, review body, and deadline.
WP-OQ-04 Which court is the right forum for compelling production or preservation from restrictive holders? Court-application options paper covering CPR 31.16 and other available orders.
WP-OQ-05 What is the realistic timeframe to exhaust every route? Timeframe estimate built from the route matrix, with external dependencies flagged.

7. Next step

Work packages WP-OQ-01 to WP-OQ-05 are authorised to begin. Their outputs feed the detailed stage plans before G0.
