Monthly Highlight Report — May 2026

Reconstructed report, backdated to month-end: see the backdating rule and carry-forward discipline.

Measure Recorded value
Reporting period May 2026
Recorded FOI / EIR / records-access activity 4 event entries
Primary control state Evidence recovery and verification
Project stage Rolling programme — evidence, title, heritage, accountability, narrative and museum preparation

1. Plan — month ahead

Escalate unresolved HMLR points to stage two; secure Cadw listing records and images; continue archive discovery; document elected-representative engagement separately from evidence recovery. 🕒

2. Performance — end of month

The period produced material institutional responses from Cadw and HMLR (dated in the table below) but also identified major residual gaps.

3. Issues, Risks, Concerns

Cadw’s missing 1988 file and HMLR’s refusal to rectify remain high-value evidence gaps. A second risk is that public-representative correspondence can become a parallel narrative without changing the underlying documentary record; it must remain a separate support/escalation workstream. 🕒

FOI / records-access timestamps

Date / time Matter Control significance
21 May 2026 Cadw Listed Buildings Confirmed farm and barn were assessed and rejected for listing in the 1988 survey (details); two photographs released; said the paper file was quite likely destroyed
25 May 2026 HMLR Stage-two complaint not upheld
26 May–3 Jun 2026 Family / HMLR Clarification requests and contact follow-up
29–31 May 2026 Office of Stephen Doughty MP Later office review found no messages from 29 and 31 May; only automatic replies were sent.

4. Plan Moving Forward / Next Month

Stephen Doughty attribution correction — 7 October 2026. The earlier row “29–31 May 2026 — Stephen Doughty MP — Replies to family correspondence” was inaccurate. The MP’s office said on 5 August 2026 that it could not find the family’s messages of 29 and 31 May, 12 and 25 June or 13 July; only automatic replies were sent. The office did, however, forward HM Land Registry’s Chief Executive’s letter on 18 September 2026. The Wiki’s later correspondence should therefore distinguish family letters from substantive replies by the office.

In June, lodge the formal Cadw ATISN request, continue HMLR clarification and inspection, pursue Ministry of Justice and National Library records where relevant, and use archive catalogue searches to identify primary documents rather than summaries.
