1. Plan — month ahead

Close the F260213 FOI loop; test HMLR’s registration-history position through complaint procedures; continue evidence acquisition rather than treating the March administrative conclusion as the end of the title enquiry.

2. Performance — end of month

The month established the formal first complaint outcome (see table) and reinforced the need to distinguish the register’s present state from the historical evidential question about what was submitted at first registration.

3. Issues, Risks, Concerns

The main issue became escalation: a first-stage refusal does not recover missing primary material. A further risk is that repeated correspondence becomes circular unless every unanswered question is tied to a specific record, file document or procedural route.

4. Plan Moving Forward / Next Month

In May, move the HMLR matter to stage two; continue title-file retrieval and inspection requests; use Cadw’s 1988 listing work as a parallel heritage evidence stream; prepare a clear evidence-gap matrix for legal and historical review.
