FOI Team, On 16 July 2026 you issued a response to my FOI request 719/26 stating that no records were held. The same day I replied requesting clarification, noting that I hold video footage (including ITV material) showing police presence at Llandough in 1988 in connection with the events at Great House Farm. I have received no further reply. Please now either: Confirm a further search has been conducted and provide any additional records identified, or Explain the basis on which the original “no records” response stands in light of the contemporaneous video evidence. A response within 5 working days would be appreciated. See attached some screen shots from the ITV Cymru Wales footage showing my mum, Branwen Buckler, with what seems to be a South Wales Police officer (I think color ID 2715), from that final confrontation/enforcement period in early December 1988 (almost certainly 5–6 December). M38 · 20 Aug 2026 19:34 UTC · Sion Buckler · Freedom of Information Request – Records relating to the deaths of William Buckler (1990) and Mary Doreen Williams (1983)
Dear Freedom of Information Team, Under the Freedom of Information Act 2000 I request any recorded information held by South Wales Police relating to the deaths of the following individuals: 1. William (Billy) Buckler – Late of Great House Farm, Llandough – Died at Llandough Hospital on or about 29 May 1990, aged 41 – Reported cause: heart attack – Contemporary newspaper reports refer to the circumstances of his death and prior eviction proceedings involving BP Properties. 2. Mary Doreen Williams – Born 10 August 1913 – Death registered March 1983, South Glamorgan (Vol 28, Page 3029) Please search for any incident reports, sudden-death reports, referrals to the Coroner, statements, or other relevant documentation. If the cost limit would be exceeded, please advise which elements can be provided within the limit or how the request can be refined. I am happy to provide further identifying details if required. Yours faithfully, Sion Buckler [personal passage omitted — not about the farm case]

M42 · 27 Sep 2026 04:17 UTC · Sion Buckler · Internal review of 719/26 (no records held) and overdue request of 20 August 2026 — Great House Farm, Llandough, 1988
Freedom of Information / Data Management Team, Request 719/26, and my request of 20 August 2026 (deaths of William Buckler and Mary Doreen Williams) 1. Internal review of 719/26 I understand the Force’s position is that it holds no records. I ask for an internal review of that conclusion, because the search does not appear capable of finding what the request describes. South Wales Constabulary officers were present at the eviction and demolition at Great House Farm (Tŷ Mawr), Llandough, between 29 November and 6 December 1988. This is not a matter of recollection. It appears in ITV Wales footage from the time, now public on ITV’s archive channel, and in contemporary newspaper photographs and reports, which I can supply. A police presence on that scale would have generated records: a duty or deployment record, an operational order or briefing, an occurrence or incident log, liaison with the Under-Sheriff or bailiffs, press office material, and possibly photographs. For the review, please confirm in writing: (a) Which systems, archives and paper holdings were searched, including pre-1990s paper records of the former Penarth/Barry division and any South Glamorgan command records. (b) The search terms used. Records of that period may be indexed under “Leckwith Road”, “Llandough”, “BP Properties”, “Buckler”, “Williams”, “Ty Mawr”, “eviction”, “breach of the peace” or the date, rather than “Great House Farm”. (c) Whether records of that type from 1988 were destroyed under a retention schedule, and if so which schedule and whether any disposal record survives. (d) Whether any records were transferred to Glamorgan Archives or the South Wales Police Heritage Centre, with the reference if known. If records were destroyed, a record of their destruction is itself information I am asking for. If they are held elsewhere, please tell me where, under your duty to advise and assist. I was present at the eviction as a child. So far as any record contains my personal data, please also treat this as a subject access request under Article 15 UK GDPR. 2. Request of 20 August 2026 This request was due on 18 September 2026 and I have had no response beyond the automatic acknowledgement. Please give me its reference and the response. If the records are not held, please say whether they were destroyed or passed to the Coroner. If I do not receive the internal review outcome within 20 working days, I will complain to the Information Commissioner. M45 · 28 Sep 2026 21:41 UTC · Sion Buckler · Preservation notice — Great House Farm (Tŷ Mawr), Llandough — do not destroy, transfer or dispose
To each recipient, in your own capacity as holder or likely holder of records. Please do not treat this as a joint reply. Answer only for your own holdings. Sirs/Madam, This is a preservation notice. It is not a claim form and not service of proceedings. It does not replace any FOI, review or subject access request already with you. Land: Great House Farm / Tŷ Mawr, Llandough-juxta-Penarth, adjoining St Dochdwy’s. Titles WA231076, WA240304 (closed), WA513690, WA735527, and any related title. Planning refs 89/01396/OUT and 92/00671/RES. Please preserve, and do not destroy, transfer out of your custody without a written receipt, or dispose of, any file, plan, photograph, tape or electronic record in your possession, custody or control relating to: 1. The 1877 split, the 1916 and 1939 tenancies, and the 1938 Bute to Western Ground Rents conveyance. 2. The 1955 and 1962 possession orders, the 1974 proceedings, and BP Properties Ltd v Buckler [1987] EWCA Civ 2. 3. First registration: WA231076 application 30 November 1982; WA240304 application 23 February 1983; later amalgamation. 4. The 1988 possession (29 November) and demolition (begun 6 December), including listing, planning, police and any liaison papers. 5. Mary Doreen Williams (died 26 March 1983) and William Buckler, so far as your file concerns this land. Also preserve, if you hold them, the following planning and land-charge classes. Absence from a 2026 file disclosure is not proof they never existed: 6. Any section 52 Town and Country Planning Act 1971 agreement, later section 106 instrument, deed, undertaking or other agreement regulating the development or use of this land, and any corresponding local-land-charge entry. 7. The historic planning-register entries required by the Town and Country Planning General Development Order 1988 for 89/01396/OUT and 92/00671/RES (applications, reserved matters, plans and drawings, and decision information). 8. The officer’s report annexes to 89/01396/OUT, including Appendix B (further GGAT comments after discussions with the Trust), and Appendices C–E. 9. The condition chain on 89/01396/OUT: conditions 16–18; the Council’s October 1990 confirmation of condition 17; GGAT’s July 1992 archaeological warning; the September 1992 reserved-matters approval; and the 1993–94 papers on whether condition 18 had been discharged. 10. Any preliminary environmental-assessment / screening determination for the outline application (site described as about 3.4 acres / 1.38 ha). 11. Any record of the statutory consultation route used because the land was, or was treated as, a site of archaeological interest / SMR entry under the 1988 Order. 12. The complete 92/00671/RES file, and any sale, option, conditional-contract or transfer paper on the planning files covering BP Properties to Ideal Homes Wales, including the recorded transfer of 3 December 1993. 13. The application-receipt record for 89/01396/OUT (form dated October 1989; reconstructed Council receipt 8 November 1989). Please stop routine deletion, including archived mailboxes, for anything in that scope. The public evidence index is / . The investigation distinguishes the farmhouse parcel from the eastern fields. The 1987 Court of Appeal decided possession, limitation and the October 1974 letters. It did not decide the documentary root of the farmhouse parcel. These records go to that question. This notice is not a finding against any of you. Please acknowledge, name the officer responsible for the hold, and say what you hold in scope. If you hold nothing, say what you searched. Nothing in this letter abandons any claim concerning title, registration, concealment, limitation, reopening or alteration of the register. M47 · 28 Sep 2026 21:42 UTC · Sion Buckler · Subject access, crime-recording request, and search note on 719/26 — Great House Farm, Llandough, 1988
Freedom of Information / Data Management / Crime Recording South Wales Police [removed] cc: Stephen Doughty MP — constituency record only. Please do not treat the copy as a further request to the MP. Sirs/Madam, This is separate from the internal review of 719/26 sent on the morning of 27 September 2026. Please do not merge them. I am not asking you to decide the civil claim. I am asking you to apply the recording rules, and to disclose personal data. 1. Subject access, UK GDPR Article 15. Personal data you hold about me, Sion Buckler, arising from the eviction and demolition at Great House Farm / Tŷ Mawr, Llandough, between 29 November and 6 December 1988, and from later correspondence including 719/26 and the request of 20 August 2026 concerning the deaths of William Buckler and Mary Doreen Williams. Say what identification you need before the month starts. 2. Crime recording. Please record, or explain in writing why you will not record, a report of suspected fraud and concealment in the creation and use of title to that land, including first registration of WA231076 (application 30 November 1982) and WA240304 (application 23 February 1983), and the 1987 proceedings. The question is whether a crime record should be opened. It is not a request that you find the civil title. 3. Search note on 719/26. “No records held” for a documented multi-officer operation in November–December 1988 still requires a note of systems searched, years searched, and whether South Wales Constabulary paper has gone to Glamorgan Archives. That note can sit with the internal review. I ask for it here so the crime-recording decision is not made without it. The public evidence index is / . The 1987 Court of Appeal decided possession, limitation and the October 1974 letters. It did not decide the documentary root of the farmhouse parcel. These are evidential questions. They are not a finding against any officer. Please preserve any 1988 operational file, pocket book, custody record or transfer list. Nothing in this letter abandons any claim. This is not a claim form. Yours faithfully, Sion Buckler [personal passage omitted — not about the farm case] [signature block trimmed]

M53 · 10 Oct 2026 19:13 UTC · Sion Buckler · FOI/EIR request — non-personal operational records concerning Great House Farm / Tŷ Mawr, Llandough, November–December 1988
Dear South Wales Police Information Rights Team, Please treat this as a request under the Freedom of Information Act 2000 for recorded information, excluding personal data and excluding any material for which the appropriate handling route is the separate subject-access request already open. The site is Great House Farm / Tŷ Mawr, Llandough-juxta-Penarth, adjoining St Dochdwy’s Church, Cardiff (approx. ST 168 733), and the period is 1 November to 31 December 1988 inclusive. Please search the relevant South Wales Constabulary / predecessor-force and successor holdings, including any transferred records available to the Force, for existing non-personal records that refer to the site or the events associated with its possession and demolition. Relevant record types, if held, include: 1. incident or occurrence logs and control-room records; 2. deployment, duty or operational logs and any record identifying whether officers attended; 3. correspondence between police, the local authority, landowner/developer, court enforcement officers or other public bodies about the site; 4. any recorded liaison or request for police assistance connected with possession, eviction, demolition, public order or the handling of complaints; and 5. records-transfer, retention or disposal entries for the relevant operational record series, if the responsive records are no longer held. I am not asserting that a police deployment or a particular incident record necessarily exists. If no responsive record is located, please state that result and identify, so far as reasonably practicable, the record systems, index/series, date range and site/name variants searched. Please distinguish “not found in the systems searched” from a contemporaneous record showing that a file was destroyed or transferred. If transferred, please identify the receiving repository and reference where recorded. If any information is withheld, identify the specific statutory basis and release reasonably separable non-exempt information. The existing SAR and internal review under ref. 719/26 are separate processes. If a record contains personal data, please do not disclose it through this FOI route; please identify it only as necessary to explain the FOIA decision and continue to handle personal data through the live SAR. This FOI request is not asking South Wales Police to determine ownership or to decide whether an offence occurred. Please confirm receipt, the request reference, and the statutory response date. Yours faithfully, Sion Buckler [personal passage omitted — not about the farm case]

M57 · 13 Oct 2026 16:05 UTC · Sion Buckler · RE: FOI 1264/26 – non-personal operational records concerning Great House Farm / Tŷ Mawr, Llandough, November–December 1988
Dear Mr Byrne, Thank you for your email of 13 October 2026 concerning Freedom of Information request 1264/26. I provide the clarification and additional search identifiers below. The purpose is to help South Wales Police identify and locate existing recorded information responsive to my original request. I am not seeking to extend the period covered, require the creation of new information, or ask the Force to investigate or determine the underlying property dispute. For clarity, the requested period remains 1 November to 31 December 1988 inclusive. My request remains for existing, non-personal recorded information only. Personal data is excluded from this FOI request and is being pursued separately through the appropriate subject-access route. 1. Location and alternative site names The property concerned is Great House Farm, also referred to as Great House and Tŷ Mawr / Ty Mawr, at Llandough-juxta-Penarth in the Vale of Glamorgan, adjoining St Dochdwy’s Church. The following identifiers may assist searches of occurrence, incident, control-room, deployment or other operational records: – Site: Great House Farm / Great House / Tŷ Mawr / Ty Mawr. – Locality: Llandough-juxta-Penarth, Vale of Glamorgan, near Penarth. – Approximate National Grid Reference: ST 1681 7331; the less precise reference ST 168 733 may also appear. – Distinctive context: the family farmhouse and associated buildings that were the subject of the possession dispute and were demolished in December 1988. The locality description is intentional: I refer to Llandough-juxta-Penarth, not the separate Llandough near Cowbridge. 2. Names and organisational identifiers The principal individual identifier is: William Beverly Buckler, also referred to in contemporary reporting as William Buckler, Bill Buckler or Billy Buckler. Relevant corporate or property-related search terms include: – B.P. Properties Ltd / BP Properties Ltd, the company identified in the property litigation and associated with the demolition. – BP Pension Trust Ltd and Western Ground Rents Ltd, which appear in the wider historical property context. I include these names only as supplementary indexing terms; I do not assert that either organisation was involved in, or communicated with police about, an event during the requested period. – Vale of Glamorgan Borough Council and South Glamorgan County Council, the relevant local-government names for the period. – Court enforcement personnel, bailiffs and any public authority or official recorded as contacting, corresponding with, or requesting assistance from the police in relation to the property. The following case identifiers may also be useful if records were indexed by litigation or proceedings rather than by address: – B.P. Properties Ltd v Buckler [1987] EWCA Civ 2. – Buckler v United Kingdom, European Commission of Human Rights application 14464/88, registered on 12 December 1988. These case identifiers are offered to assist retrieval, not as an assertion that the Force necessarily held records under either reference. I am supplying names and case references as historical search identifiers. I am not asking for personal data about living individuals. Where a responsive record contains personal data, please consider whether non-personal information can be disclosed separately or after appropriate redaction. 3. Chronology and specific search leads The following events provide context for identifying any corresponding police records. They are search leads drawn from historical reporting, the heritage record and the family archive; they should not be treated as proof of police involvement. 29–30 November 1988 — possession and eviction The historical chronology records possession on 29 November 1988. A contemporaneous South Wales Echo report dated 30 November, titled “Angry scenes as farmer evicted” and attributed to Peter Bibby, describes the eviction sequence and reports that bailiffs entered the property and that the roof of an outbuilding had already been partly removed. The chronology also associates demolition of outbuildings with 30 November. There is therefore a date distinction between the recorded possession date and the newspaper’s account of the eviction. I cannot presently reconcile the dates. Please search across both 29 and 30 November, rather than treating either as an exclusive date for the relevant incident. 2–5 December 1988 — court proceedings and proposed access to belongings Contemporary reporting describes further court proceedings in the days before the farmhouse was demolished, including an arrangement under which access to collect belongings was reportedly permitted subject to conditions and pending a further hearing. The precise terms and procedural details should be verified from the original records rather than inferred from press summaries. This chronology may nevertheless help identify any police liaison, requests for assistance, public-order concerns or communications concerning access to the premises. 6 December 1988 — demolition The heritage record identifies 6 December 1988 as the demolition date. The archived historical chronology reports that a demolition team arrived in the early hours and that the farmhouse was demolished that morning. I emphasise that the reported arrival time is not evidence that police were present at that time. I am asking whether responsive police records exist, not inviting an assumption that an attendance or deployment took place. 9–13 December 1988 — discrepancy requiring verification A South Wales Echo report dated 10 December 1988 appears to state that William Buckler was released on bail the previous day, which would be 9 December. Separately, a notebook attributed to William Buckler and retained in the family archive contains an account referring to police having “locked me up for 2 weeks” and to a search involving family antiques and the taking of documents. The entry is a family-held historical account; it is not, by itself, independently verified proof of detention, a search, seizure or the precise dates involved. If the notebook’s reference to two weeks from 29 November is literal, it would point to a date around 13 December. That does not readily reconcile with the newspaper’s reported release date of 9 December. I do not ask the Force to accept either account in preference to its own records. The discrepancy is a reason to check the relevant dates and any associated records. Accordingly, please include 29 November to 13 December 1988 when checking for any potentially relevant custody, detention, search, property-seizure, operational or cross-referenced occurrence records, while retaining the original overall FOI period of 1 November to 31 December 1988. I seek only information falling within the original request’s non-personal scope, including any separable non-personal operational information. 4. Earlier event offered solely as an indexing lead The archived historical chronology also describes a separate incident at Great House Farm on 29 April 1988, involving bailiffs and a police presence during a stand-off. The account attributes to South Wales Police the position that the officers were there to prevent a breach of the peace, rather than to assist bailiffs. That event is outside the requested period. I am not asking you to disclose records from April 1988 under this request, and I do not suggest that the earlier incident establishes police attendance in November or December. I mention it only in case any occurrence number, location index or related reference appearing in the records from the requested period would be easier to identify against the same property or dispute. 5. Records sought and search categories With those identifiers in mind, the records sought remain the existing records described in my original request, insofar as they fall within the period and are held by South Wales Police. In particular, please search for responsive: 1. Incident and control-room records: incident or occurrence logs, calls for assistance, control-room entries, dispatch records and associated incident references relating to the site or the events described above. 2. Police attendance and operational records: deployment, duty, operational or event logs recording any police attendance, requested attendance, planned response or recorded decision concerning the site, its occupants, bailiffs, enforcement personnel or demolition activity. 3. Communications and liaison: recorded correspondence, messages, telephone notes or other communications between police and local-authority officers, court or enforcement personnel, the landowner or developer, their representatives, or other public bodies concerning the property or events during the requested period. 4. Requests for police assistance and public-order matters: records concerning requests for assistance, access to or removal from the premises, the enforcement of possession, complaints, reported disorder, obstruction, public-order concerns, or action proposed or taken in connection with the eviction or demolition. 5. Custody, search and property-related records: to the extent that responsive non-personal information is held and falls within the original scope, any operational references or separable non-personal information concerning a possible detention, premises search, or taking or retention of documents or other property during the relevant dates. 6. Records-management information: where a responsive record is no longer held, any existing record-transfer, retention, destruction or disposal entry sufficient to establish whether the record existed and, if recorded, what became of it. I am not asserting that each category necessarily generated a record. The purpose of the list is to identify the likely record types and help make the search practicable. If the Force’s systems use different terminology, location codes, occurrence categories or operational record series, please use the equivalent available indexing terms where reasonably possible. 6. Historical reference material For convenience, the relevant historical chronology and case background are available here: – Archived Great House Farm Wiki homepage: https://web.archive.org/web/20260927001835// – Archived demolition chronology: https://web.archive.org/web/20261006042123//demolition-1988/ – B.P. Properties Ltd v Buckler case page: /bp-properties-v-buckler/ These pages are provided as contextual aids and sources of possible search terms, not as substitutes for the Force’s own records or as claims that any particular police record exists. 7. Confirmation of scope and statutory timetable I trust the above supplies the clarification you require to identify and locate the information requested. Please confirm receipt and whether this clarification is sufficient for the Force to proceed with its searches. Please also confirm the date from which you calculate the applicable 20-working-day response period and the resulting response deadline. For the avoidance of doubt: – the date range remains 1 November–31 December 1988 inclusive; – the request remains confined to existing recorded information; – personal data remains excluded from this FOI request and is being pursued separately through the appropriate subject-access route; – the historical accounts and discrepancies above are search leads, not demands that the Force accept disputed facts; and – I am not asking the Force to reach conclusions about ownership, the validity of court orders, the conduct of any party, or the truth of any allegation. Thank you for your assistance. Yours sincerely, Sion Buckler [personal passage omitted — not about the farm case]

Further to my clarification sent today, for the avoidance of doubt: William Beverly Buckler, my late father, died at Llandough Hospital on 15 May 1992. Information about a deceased person is not personal data under the Data Protection Act 2018, s.3(2), so recorded information about him falls within the scope of this FOI request. I add, as a specific search lead, that he was reportedly taken from his hospital bed at Llandough Hospital on 3 December 1988 to be charged with assaulting two bailiffs, criminal damage, and wanton or furious driving. Dear Mr Byrne, Thank you for your emails of 12 and 13 October 2026. I note the deadline of 9 November 2026. For completeness, I confirm that William Beverly Buckler died at Llandough Hospital on 15 May 1992, and that information relating to a deceased person is not exempt on data-protection grounds in the same way as information about a living individual. I would be grateful if the scope of FOI 1264/26 could be read accordingly. Please also preserve any potentially relevant material, including liaison records with other agencies concerning the 1988 possession and demolition. Regards, Sion Buckler [personal passage omitted — not about the farm case]
