Quotation (verbatim): Hansard, 29 Mar 1983: national Commons Commissioner figures exclude “the former county of Glamorgan, which is affected by the Commons Registration (Glamorgan) Bill”.
Fits with: Registrations were publicised by newspaper, display and Gazette notice. If an objection to VG41 was lodged (C.R. Form 26 by 31 July 1972), s.5(6) required referral to a Commons Commissioner, which would leave a decision file. Disputes in the former Glamorgan were held back pending the 1983 Act.
Cuts against: There was no statutory duty to notify an adjoining occupier such as Mary (Nancy) Williams personally, which cuts against a “not notified” irregularity for VG41 and turns the question to whether an objection was lodged. The online Commons Commissioners’ decisions (archived 2026) have no South Glamorgan folder, but the collection is visibly incomplete. No Gazette notice by South Glamorgan CC under the 1983 Act was found for 1983–87 (the Act required local newspaper notices).
